Seminar on development and enrichment for high command elements within public security.

State security is constituted by several organizations and high command elements, they are subject to the constant pressure that is implicit in their functions, and to legal, administrative, organizational and operative factors.

To achieve efficient operations, it is necessary to instate productive communication, coordination and adequate accountability within the public security service. For that purpose, it is essential that all constituents of the chain of command within government organizations have a clear and strict understanding of said functions and accountabilities within their organizations, as well as in parallel organizations and in the Federation. Moreover, it is required to draw from concepts, ideas and language that are common at organizational level, and to secure the planning and execution of routine functions and special operations.

PURPOSE.

The purpose of this seminar is to specify and clarify the organizational functions and responsibilities pertaining to State Security Forces, while centering and unifying ideas, concepts, and organizational and operational processes, at national and international levels of expertise. As a result, adequate insights are built at high command levels, simultaneously consolidating a common language, creating an update and a productive dialogue among those involved.

INSTRUCTORS.

The instructors who teach the seminar are experts on different fields in public security and law, some are members of the teaching body and academy for police forces and government institutions dedicated to investigation in Mexico and worldwide. Some others are foreign officials at operational command levels, specialized in the design and training of public security units, among others.

  • Key concepts and attitudes for operational unit’s leadership (fusion of international expertise).
  • Participation in civil protection tasks.
  • Theories on social rehabilitation.
  • Security crisis management: challenges and guidelines (fusion of international expertise).
  • Introduction to common concepts, frameworks and methodologies for assessing risks within the scope of security (fusion of international expertise).

This seminar is exclusively available for state secretariats and security agencies pertaining to the three government levels.
